Default hole in floor under 3rd row seat, whats it for?

Just a quick question here, there is a cutout in the carpet under the 3rd row seat towards the middle. There is a hole that is threaded under the carpet but I can't find anything in the owners manual about it.

Default hole in floor under 3rd row seat

Its 8mm. I put an anchor at this spot so I could attach the top tether on my sons carseat.
Unlike the outboard seating positons in the third row where the car seat top tether anchors to the back of the seat, the factory location for the center has you streaching the tether across the cargo area. Seems to be the least thought out part of the van, so far everyting else makes sense.

Manual says that it is for a bracket to mount a flat tire (when running a spare on the ground) to keep the flat from running flying around inside the van. Although, I thought about mounting center tether there as well. I hate that the middle tether has to go clear across the cargo area and destroys much of the usability of the cargo area.
